Pursuant to Article 11 of the Railway Transport Safety Act (ZVZelP-1), Official Gazette of the Republic of Slovenia [Uradni list RS], No 30/18, in order to access the railway network in the Republic of Slovenia (hereinafter referred to as: “RS”), the railway undertaking shall, among other conditions, obtain a single safety certificate issued by the Agency (ERA) or the national safety authority. With a single safety certificate, the railway undertaking shall demonstrate that it has established its safety management system (hereinafter: “SMS”) and that it complies with the legal obligations referred to in Article 10(3) of Directive (EU) 2016/798.
